What Hairybeast said is correct. The police station by Ximen is a clearing house for other nationals looking for approval or extending their visa. The best way I found was to get into Taiwan as a tourist and enroll in a language class at Chinese Language Institute. You will get a student stamp on your visa that can be automatcially renewed at the police station. It costs NT 4500 for the class. The police don't ask any questions. You just hand over your passport, they look at the stamp and approve your visa. Pick up a Chinapost newspaper in Taipei for these language institutes.

Are you planning to go? You should go first and then go to the police station and get it. If you are taiwanese, go to your embassy in Phillipines and they will do it for you. You will have to pay a fee though.

If you go to the police station in Ximen, near Ximen MRT (subway, one station from Taipei Main Station) they have all the forms required for your clearance. I believe all you need is your passport and other forms associated with your clearance, like the job you have/or are applying for (your job should provide these for you) It shouldn't take too long, but expect to hand over your passport for the duration of the clearance. You can also go to the Taipei Economic Council in the city you are presently living in and they should be able to give you additional advice or preliminary clearance. If you go to Ximen police station, arrive early since long waits are considered normal mid-morning until closing.
